RANGE OPERATING INSTRUCTIONS

SECTION 1: GENERAL

This is an html formatted version of the range rules. The
official copy held by the Range Committee of the Summerland Sportsman
Association should be referred to as updates, corrections or other
changes may not be present in this version. In case of discrepancy
between this version and the version posted by the Range Committee, the
Range Committee version shall be considered authoritative. This
document is based on a Microsoft Word version of the range rules as
provided to the PSA in June, 2001

These Range Operating Instructions cover the use of the range
facility operated by the Summerland Sportsman Association on Wildhorse
Road, Summerland, BC.

All Range Officers and range users are required to read these
instructions before using the range. It is the responsibility of all
range users to abide by the rules following. Failing to do so places
liability fully on the offenders.

Requests for exemptions from any provisions of these Range Operating
Instructions shall be submitted in writing to the Range Committee for
approval.

This range is open to all current Summerland Sportsman Association
(SSA) members, their families, and their guests. The range is also open
to Affiliated club (Peachland Sportsmen's Assoc. - PSA) members, their
families, and guests.

SECTION 2: RANGE FACILITY
2.1 RANGE DESCRIPTIONS

The range facility has three ranges. Ranges A & B are located on
the 100 yds range, and Range C is the 200 yd range. The description of
the ranges are listed below:

"A" RANGE:

  • Location: The furthest two benches on the right (looking downrange) of the 100 yd range.
  • Description: 45 yd rifle and pistol range
  • Number of benches: 2
  • Firing Distances: up to 45 yds. To shoot at shorter range, the
    shooter must move forward of the main firing line (concrete range
    floor) and shoot closer to the permanent target stand.
  • Approved Firearms: Rimfire & Centerfire rifle and handgun, and shotgun
  • Maximum Approved Calibers: 338 Lapua Magnum
  • Approved Targets: Paper targets and steel reactive targets (placed at backstop only)
  • Approved Ammunition: FMJ, SP and lead.

"B" RANGE:

  • Location: The furthest four benches on the left (looking downrange) of the 100 yd range.
  • Description: 100 yd rifle and pistol range
  • Number of benches: 4
  • Firing Distances: 50, 60, 77, 100 yds
  • Approved Firearms: Rimfire & Centerfire rifle and handgun, and shotgun
  • Maximum Approved Calibers: 338 Lapua Magnum
  • Approved Targets: Paper targets and steel reactive targets (placed at backstop only)
  • Approved Ammunition: FMJ, SP, and lead.

"C" RANGE:

  • Location: 200 yd range parallel to the 100 yd range.
  • Description: 200 yd rifle and handgun range
  • Number of benches: 2
  • Firing Distances: 100 and 200 yds. To shoot at closer range,
    shooter must move from the main firing line (concrete benches) towards
    the permanent target stands.
  • Approved Firearms: Rimfire rifle and handgun, Centerfire rifle and handgun, and shotgun
  • Maximum Approved Calibers: 308 Winchester
  • Approved Targets: Paper targets and steel reactive targets
  • Approved Ammunition: FMJ, SP and lead.

SECTION 3: PERSONNEL

3.1 RANGE OFFICER (RO)

The RO has complete authority on the range property to conduct authorized shooting practices and matches.

RO's have the responsibility to supervise all personnel (shooting
and non shooting alike) present on the property and may have members
and/or nonmembers removed at his/her discretion.

3.2 GUESTS AND SPECTATORS

Guests (children and adults) or pets are the responsibility of the
Summerland Sportsman Association or Affiliated club (Peachland
Sportsman Assoc.) member who they came with. All pets and children must
remain under adult supervision at all times. Animals must be on a leash
or secured in a vehicle.

Spectators are the responsibility of the RO, unless the RO delegates
that responsibility to someone else (preferably a SSA or PSA member).

SECTION 4: RANGE OPERATIONS

4.1 FLAGS
A Red flag must be flown from the flag pole when firing is being
conducted on any range within the facility. A Green flag is flown when
firing has ceased.
4.2 TARGETS

Only SSA approved targets as described below may be used:

  • A Range: Paper, steel reactive targets (Rimfire calibers only) or frangible clay targets
  • B Range: Paper, steel reactive targets (Rimfire calibers only) or frangible clay targets
  • C Range: Paper or frangible clay targets

At no time can glass containers or similar targets be used on the
range facility. All targets must be removed and properly disposed of
after use.

4.3 LOG BOOK

Each range has a usage Log Book which must be filled out by the RO upon completion of each days firing.

Attendance records must be kept for each person using the range and submitted to the Operations Director upon request.

4.4 AMMUNITION

All spent cartridge cases or shotshell hulls must be collected and
disposed in the containers provided or removed from the range.
The use of tracer, incendiary, explosive or similar ammunition is prohibited.
Only authorized calibers and types of ammunition may be used on any range.

4.5 PERMITTED ARCS OF FIRE

All shooting to be towards the designated backstops or target stands only. No cross firing allowed between Range A & B.

4.6 FIRING

The following firing guidelines are applicable to all ranges on the complex:

  • No firing before 8am and 10 minutes after sunset.
  • No firing if target visibility is reduced as determined by the RO
  • Shooters with loaded firearms must be under the RO direction
  • Loaded firearms shall never be left unattended

4.7 FIREARM TYPES APPROVED BY RANGE

The following firearm types are approved for use on the ranges as indicated:

  • A Range:Rimfire & Centerfire rifles and handguns, Shotguns
  • B Range:Rimfire rifles and handguns, Centerfire handguns and rifles (restricted and non restricted), and shotguns
  • C Range:Rimfire and Centerfire rifles (restricted and non restricted), handguns, and shotgun)

This facility is not approved for fully or converted automatic firearms.

4.8 EXPLOSIVES

The detonation of explosive devices is prohibited on the range property.

4.9 FIREARM INSPECTION AREAS

The area assigned for safe inspection of a loaded or unloaded
firearm will be left to the discretion of the RO. All firearms arriving
at the range must be cleared by a RO at the firearm inspection area or
remain cased and then cleared on an active firing line by a RO.

4.10 HUNTING

Hunting on the range site is permitted under specific conditions, which are:

  • With written authorization from the Range Committee
  • Not on any roadway or the firing lines
  • No hunting allowed while any range is being used.

4.11 SAFETY ZONES

Each range has a safety (danger) area designed for specific firearms
and calibers. These areas are out of bounds (no trespassing) areas
designed to contain overshoot and ricocheting bullets.

Every reasonable effort shall be extended by the RO to ensure that
the safety area does not have people in it during range operations.

4.12 GARBAGE

All spent shells, cartridges, targets and other garbage is to be put
in the proper garbage cans. All garbage to be bagged, and removed. No
open burning of garbage allowed on the range at any time.

4.13 HANDGUNS

All handguns must be locked and cased when not in use. Otherwise,
they are to be placed on the active firing line or inspection area with
magazines out and actions open, or cylinders open and empty. Direction
of barrel to always be downrange.

4.14 MATCH COMPLETION

At the conclusion of all matches or practices the RO will ensure that:

  • The range and firing points are cleared of brass and other debris
  • all flags are lowered
  • range is left in good order.

SECTION 5 - RANGE SAFETY CONSIDERATIONS5.1 HEARING AND EYE PROTECTION

Hearing protection for shooters, range staff, and spectators in near proximity to an active firing line is mandatory.

Eye protection for shooters is mandatory. For range staff, and
spectators in near proximity to an active firing line, eye protection
is highly recommended.

5.2 ALCOHOL AND DRUGS

There is absolutely no alcohol or drugs allowed on any part of the range facility at any time.

Any person deemed by the RO to be under the influence of alcohol or drugs will not be permitted to shoot.

5.3 SMOKING

Due to the extreme fire hazard in the range area, smoking is not permitted in the wooded areas of the range property.
Smokers should wash their hands after shooting and before smoking due to hazard posed by the possible ingestion of lead.
All smoking materials (butts, etc.) are to be disposed of in the containers provided.

5.4 SPECTATORS

All spectators will follow all directions and instructions given to
them by the RO. Spectators must remain behind any active firing line a
safe distance, or as determined by the RO.

5.5 RANGE SAFETY VEHICLE AND EQUIPMENT

Due to the possibility of injury during the discharge of firearms,
the SSA suggests that a Range Safety Vehicle be designated while the
range is active. A Range Safety Vehicle must:

  • be located as close as practical to the active range (firing line);
  • have the keys in the ignition;
  • be suitable to transport an injured party to the nearest medical facility; and
  • be provided with an emergency first aid kit.

In addition, a cellular phone or radio communications equipment should be available on the range while in use.
